No, no change of policy. Basically, a battle given up as a lost cause. Numerous reminders have been delivered, and the quoting slows for a day or two, then returns full force. People are either unwilling to trim, don't know how to do so on their smart phones, or just don't realize that their phones are quoting everything they are replying to. I have even resorted to removing posting privileges from offenders, but it hasn't really helped. If I pull the plug on everyone who quotes excessively, there won't be any more posters. And I am not in a position to educate everyone on how to trim the quotes on every type of phone, tablet, mail program, and server.
In short, I have basically given up. Am I happy about it? No. But, short of shutting down the list entirely, there seems to be no way to put an end to it without spending every waking moment riding herd on the two lists and crabbing at people endlessly. I have a life beyond these lists, and I just don't have time to do that. The quoters have won.
I made a decision a while ago to chill and look the other way, but the frustration continues. Is it time to get tyrannical again about something so simple? I honestly do not understand why people just can't "get it."
I suppose I might as well post this to HPSCHD-L too.
