Since you haven't asked about the Barenreiter (NBA) edition, I will assume you are not interested in it, even though it (in spite of some problems) is considered the standard.

Of the editions you mention, I still give pride of place to the old Peters Edition (Griepenkerl/Roitzsch/Keller) which has many advantages and was long the standard before the NBA was completed. The biggest issue with Peters is that the chorales were not published in the original order, but alphabetically, although I think it's possible to buy the Orgelbeuchlein and Clav. III separately in the correct order. But if you do acquire the whole Peters Ed. as published in 9 volumes, you will get all of the chorale preludes, just arranged alphabetically by title.
