Nothing, except in this instance, you're confusing HALVING (which is
what this discussion has been about primarily up till now) and SALE.
 
All right then; let's have some definitions:
 
HALVING is the point at which the internal diameter equals half the
diameter of the pipe in question.  In fluework, this frequently happens
on the 16th or 17th note.  What this means is 16 or 17 notes from the
point of beginning, the inside diameter of the pipe is half of the
starting pipe.
 
SCALE, on the other hand, is a set of empirical numbers which were
adopted by the majority of the US pipemakers, with the theoretical
starting point of a Scale 1 being a pipe one meter in diameter. Now, the
halving ratio is related to this because a pipe made to a scale 16 is
1/2 meter in diameter; a pipe that's a scale 32 is 1/4 meter.  This
halves again, and so a pipe that's a scale 58 is 16 steps above a scale
42 is approximately 3-3/8" in diameter for the CC pipe.
 
I'm quoting from Barnes, so if you disagree what I'm writing here, you
can take it up with him, not me!  In truth, all that happened was that
most Pipeshops build and used Scale Sticks for their stops which had all
of the diameters of the stops they built plotted out.  Or else, they
used patterns of the pipe pieces in the case of large amounts of
production.
 
At best, this is somewhat of a confusing system, so many of the builders
have adopted the metric system, where the the same basic idea is used,
but it follows the mathematical progression of 1:4th root of 8.
 
I don't know if this explanation has helped or hindered the
understanding of the difference, but it is offered in an attempt to
foster understanding.
