Blair, try calling Valley City  Mfg. in Dundas they know more about pews 
than anybody in Canada.
They probably can tell you chapter and verse on what's needed and why.

People are indeed bigger and wider than before and pews are often higher as 
well. People up here don't like crowding either so I'd go more on the 
liberal side for seating capacity.
The Fire Marshal's views are important too.
