While I can't speak to the matter of balanciers etc. I think that the
problem is explaining itself. There is enough wind leaking to cause a cipher
on one or two stops (one or two pipes) but when more stops are drawn the
wind bleeds off.
"The pallet seems to be seating" you say and "seems" is not where I would
leave it. Since there is no pluck, wind must be leaking somewhere before you
press the key, thus there is no pluck.
Is the pallet warped? It might appear to be seated from the front and really
not be fully closing the opening. I don't know the construction of a Rieger
windchest but when I have encountered a problem that does not clear itself
the spring is removed as is the pallet, cleaned, checked for warpage and
reinstalled so that it is seated properly at the back end of the pallet,
inspected visually and tested.
Pallets can bind on guide pins and almost invisibly so, enough to cause
leakage. Whatever the arrangement this needs to be examined rigorously.
One can always call a technician...
