I have taken care of a couple of Fisks, one for almost 20
years, and the only thing I can think of that would cause a
"stuck note" would be a pedal coupler fulcrum "fan" overdriving.
This, however, would have been obvious from the beginning
and would certainly have been taken care of long before now.
Is there a regular technician who services this instrument?
Run, do not walk, to the nearest owner of the organ and get
permission for him/her to make a service call.
I know that the Fisk people are more than co-operative
-- you might give the factory a call or an e-mail.
