Thank you all for answering. I've now found the cause of the noise (it's
only on the lower keyboard): the felt has indeed been glued on and is
relatively hard. I'll remove it and replace it with new felt using brads.
The design of the old plastic jacks didn't have the part that holds the
damper protruding. I now see that the 4' jacks are hitting the upper
register.

Maybe it's a coincidence but lately I'm having more and more vintage
instruments which need new jacks because the original jacks are no longer
available. With the current instrument I was lucky as I could fit in Hubbard
jacks with only very slight adjustments but I have 3 other instruments on
the waiting list with jacks having such a horrible design that I see no
other option than to make new registers and jacks in wood.
