I would think that the “Eb" and "D#” modes refer to the accidentals available.

In the Eb mode you would have C#, Eb, F#, G#, and Bb, with the wolf interval Eb-G#. In the D# mode you would have C#, D#, F#, G#, and Bb, with the wolf D#-Bb. The first allows you to play in E major/minor, and the second allows you to play in Bb/G minor.
