Hi Dennis,
In English, this tarabiscot is a beading tool. It’s used to cut beads, flutes, and reeds.
Veritas give you blanks apart from the standard beads and flutes. You could make a harpsichord style moulding, but it’s fiddly work shaping, grinding, polishing and so on. I am sure it would work just fine, and the nice thing about this type of tool is that it is designed to work well on curves, such as bentsides. Personally I don’t have one, but generally my experience is that any tool Veritas makes is very well thought out, but not inexpensive.

Has anyone tried to make mouldings with a hand-tool such as this?

This one is sold with "blank" blades that can be custom filed to suit
your needs.
