It also depends very much upon the age of the instrument and where it has lived. Rusty tuning pins are quite common on older instruments particularly.

Chris: You might check the wood from which the pin board is made. If
it is Oak, which is an acid wood, there is not much you can do. Other
woods, such as Maple are sweeter. You might also look at plated pins
(chrome or similar).
