I would not use felt and certainly not that thick.     On my instruments 
three thicknesses of a cloth manufactured for overcoats is stretched and 
tacked at treble and bass.    Noise doesn't come from there, if there is 
rattle it's from the action elsewhere.I always tear the cloth from the 
sheet which will give you the weave of the material, a good cloth will 
be firm in both directions but some will stretch more one way of the 
weave than the other, fit it the tight way so you can control the tension.

My way is notnecessarily the right way:-)
