Hi Chris,
I had the same problem on a harpsichord i built in the seventies and just recently decided to restore and also try and quiet down the action.
I found that the glue I used for the and key end cloth were all as hard as rock. What had happened was I originally glued the felts on and the glue soaked up enough throughout that nothing much left soft was left.
The key I discovered, after talking to a couple knowledgable builders was to nail the cloth in place with very tiny brads - out of the way of where any jack bottoms would be.
And for the back cloth nailed where the back ends of the keys do not touch.
This made a huge difference.

I found the 3/8” worked pretty well for me.
You can also use an air stapler with very tiny staples.

"thunk" to be heard. They keys have felt on them but maybe the felt is too
