I really agree with everything Andrew has said. Some temperaments are
difficult to tune and an electronic aid can speed things up for the amateur,
but this is certainly not the case with 1/4 comma meantone. For this
particular temperament a VERY accurate tuning is possible by ear alone:

(in Italian, but easy to understand).

As for Sweelinck's Fantasia, it uses very audible major thirds with both Eb
and D#: although he could have meant it for Equal Temperament, it is more
likely that he meant meantone on the then common keyboards with "split
sharps" for D#/Eb and G#/Ab.

In a common keyboard, since Eb is used in this piece very seldom, I would
tune meantone with the wolf fifth at D#-Bb.
