I agree with Andrew about the ubiquitous cheap electronic callipers.
If you watch out for "offers" there are good mechanical callipers to be
had. I have a Starrett instrument which when tested against a Mitotuyo
micrometer (also a special offer -- I'm a cheapskate, but find precision
tools hard to resist) gives good concordance and repeatability. Both
have the great advantage of not requiring a battery. The calliper has a
mechanical dial fitted which makes things easier in awkward spaces, but
for measuring off the reel I prefer to read the vernier. Mind you,
nowadays I need good light and short-focus spectacles.
