I cannot recommend CA glue for ivory key tops. Better to use something easily reversible (especially if you get it crooked lol). White aliphatic (Elmer's) is better than that, or Alene's white tacky glue when you can't use clamps. Just hold with your fingers in place for a minute and it will set well. Always clean off prior glue from the ivory and the key before regluing.
Water soluble glue is fine unless you plan to put your instrument under water or in a monsoon.
Piano technicians use special glue wafers and thin white fabric for ivories, to get a more beautiful appearance. Better to not have a colored glue or even the wood tone showing through even as a shadow, but in your case I'd use the tacky white glue.
Hide glue is not a great choice for ivories because of its color, though it is the best for wooden key top veneers and arcades!.
