I fully agree that the reasons were "architectural" and not at all "key
character". Let me also add (already earlier discussed) two possible further
reasons for the transposition:
 
TEMPERAMENT: In most German Good Temperaments (such as Werckmeister III and
Neidhardt Big City and including modern hypotheses such as Kellner and
Barnes) IMHO b minor produces less dissonances than c minor.
 
FINGERING: Also IMHO, when using baroque fingerings, the b minor version is
more "comfortable" in hand and finger movements than the c minor version.
