As I recall, the tongue on these has a notch at its tip that comes against a stop at the top of the jack slot.  If you were to shim this notch with pieces of masking tape, the added thickness would push the tongue backwards slightly and thereby tilt the quill upwards.

Assuming you wanted to go this route, I imagine that laying out several strips of masking tape and taping them together would give you a single thicker piece of tape.  You could then cut a narrow band off this, then clip off tiny squares to paste onto the tongue.
