Not to criticize Claudio DI Veroli, who has generously shared his positions about temperament in the past, but to offer a comment about e-publication.
Whereas WorldCat lists some 17 copies of printed editions of his book in libraries throughout the world, not a single library is listed as having a copy of the 3rd edition, presumably because many libraries will not purchase electronic publications, or will not do so from small publishers. Claudio's latest views on temperament are certainly available for anyone who purchases a copy, but his work is no longer "publicly available" in the same way that it used to be when the book was available in printed form.
