I use a watchmaker's screwdriver. You can buy them in any width. I shorten it to get tot he thickness I need. 

But first  I drill a 1 mm hole for clearance, so the tongue (either holly or checker) does not split.

Paul, I have been using a drill bit for years without any trouble. In shaping the punch tip, I have been careful not to heat the drill bit to preserve its hardness. I suppose I could get a small arbor press but I have been using my drill press to do the punching. I clamp the belt which drives the drill so the chuck cannot turn, tighten the punch in the chuck and then punch happily away. The holly sustains the punch well though there is some wastage. I make so many tongues at a time that throwing a few away is of no consequence. Having the punch stroke moving perfectly in a single plane should alleviate any tendency of the punch to bend, which the drill press does. I hope this helps.
