There is a lot of discussion (at least a whole chapter) with relevant context in Colin Booth's recent book 'Did Bach really mean that?' - see http://www.didbach.co.uk/ch05a.htm for a very small sample. 

The conclusion is, of course, not unambiguous.  But then, there is or was no standard recorded French practice of 'notes inégales' anyway, concerning the degree of inequality and articulation - the record is simply that *some* such degree existed in many cases.
