As part of the process of tuning the meantone pitches, the note D#/Eb 
has to be tuned and there is a choice.  It can either be tuned as an 
E-flat, in which case it is tuned pure (i.e. beat-less) to the G 
already tuned, or as a D-sharp, in which case it is tuned pure to the 
already tuned B.  The same is true of the other "black notes".  The 
usual choice is C#, Eb, F#, G# and Bb; but each can be tuned to the 
other enharmonic if the harmony demands it.  (For example, one 
obviously needs an E-flat in the keys of E-flat or C minor, but a 
D-sharp sounds better in E Major or E minor) It was to avoid having 
to make this choice that keyboards with split "sharps" were made, 
thus making both options simultaneously available; but this opens 
another can of worms!
