Thank you David. No mistranslation, your quote is absolutely correct.
Page III of the original German edition reads "Eigentlich sind die sechs
Sonaten und die Passacaille für ein Clavichord mit zwei Manualen und dem
Pedal geschrieben..."
Though of course, as you say, the keyboard compass and the long-held notes
suggest the organ for all these works.
As for Forkel, for whatever his opinion is work, he has been misquoted. This
is what he wrote (p. 60): " ... Passacaglia ... die aber mehr für zwey
Claviere und Pedals als für die Orgel ist". It was just a personal opinion.

Not in my copies! In my Peters printed edition and in the BG I downloaded
from IMSLP, the last two bars are absolutely identical. The left foot holds
a low C, while the right foot plays an f in the 3rd beat of the penultimate
bar, and a g in the last bar.
The last chord is pedal C-g, l.h. c-g-c' and r.h. e'-c".
Both editions differ from the Hartung manuscript, where there is no f in the
pedal and actually no double pedal at all:
the last chord is pedal C, l.h. c-g and r.h. c'-e'-c".
