I don’t know who the "short octave folks” would be, but I am rather sure: The usage of C# (certainly not one octave lower CC# which is contra-C#) does confound us as little as it confounded Bach in his time. 
Composers, players and instrument builders are flexible and diverse - so were and are their products. We should enjoy today, even more so as there are rising political powers worldwide that threaten diversity and human variation. 


And C# occurs even in smaller works …
