When overhauling an older instrument that has very loose tuning pins, I have succesfully remedied that defect by treating the holes with water-diluted liquid hide glue, using a pipe-cleaner. The fibres will at least roughen up a bit, and what glue there is makes  sure this is not just evaporating. Then the next day I will fit the strings and pins, using talcum powder, as always.
