Oh dear.  My bogo-science detectors are triggering, like an episode of Star
Trek when they start talking about "tachyon fields"!

A couple misconceptions here, I think.  The notion that the ear can only
perceive whole-number-of-Hz frequencies is totally wrong.  You may have
misconstrued something that was saying the ear cannot perceive a difference
of less than a Hz, or perhaps less than a cent, at a particular pitch level
(pitch discrimination varies significantly over the human hearing frequency
range).  There's nothing special about frequencies that happen to end in .0!

The other thing is, cents and Hertz do not "track" each other: the number
of Hertz per musical cent varies over the frequency gamut.  A cent is
1/100th of a semitone (in equal-temper at least): 1200 per octave.  Down at
the bottom, from 20Hz to 40Hz is a full octave in just 20 Hertz, so one
cent is way less than one Hertz.  In the middle, from 415.3Hz to 440Hz is
only one semitone in more than 20 Hertz, so the cents are still less than
one Hertz each but they are catching up.  Up at the top, 10kHz to 20kHz is
one octave (1200 cents) spanning 10,000 Hertz, so clearly some or all of
the cents must be a good bit larger than 1 Hertz each.

Better check that textbook again...
