Doesn't PitchLab (and other tuning software) have some kind of parameter that controls how quickly the meter responds to what it hears? If it's too sensitive, then this parameter should be set slow down the response, hopefully avoiding the unsettled pitch just after the pluck.
I agree with others who talk about tuning to the initial sound and not the sustain. This is also good practice for noisy environments in which you can barely hear the attack and the sustain is covered by background noise. The only time I find myself holding notes for any length of time is if I think there's a falseness to one or both strings I need to hear before deciding if the tuning is good.
